In my experience, such a strategy (in line with advice proferred elsewhere) leads to ever-thickening and ever-sickening conformance out of fear, behavior that tends to act as the cholesterol of any organization until that organization is run by a mediocrity that is threatened by anything resembling creativity.

If you were the top manager of a firm that needs innovation or if you were a shareholder, how do you avoid this outcome?
